I am SO tired of hearing how FEMA is the bad guy.

What about LEMA? Disaster preparedness is the responsibility of State and Local authorities – in this case LEMA (The Louisiana Emergency Management Agency). FEMA is not a first responder and only acts as requested by the governor.

Yeah I'm hearing a lot of that too. They had a rep on the radio the other day talking about it.

They already had 4/5 of their staff deployed to FL to help recovery there.

wonder if the same disaster would have happened to a affluent white community if the response time would have been so slow. . .call me cynical if u want, but you know some how I doubt it.

Too bad the levee that broke was actually in a white neighborhood or you might actually have something there.

The problem no one seems to understand is that the Federal government can't over-rule a state government. It's the way the Constitution is set up. The only time a Federal function can over-rule a state is due to gross incompetence. Which is what happened here. The (black) Mayor denied the use of school buses to evacuate people and the (White) Governor denied entrance into the state by the National Guard.

Once the incompetence was apparent (Mainly when the Mayor actively started looting New Orleans himself) the Federal government deemed the Governor and Mayor inept and stepped in.

You know...one could find a reason to blame just about anyone...what about just reparing things...though I am tempted to get upset at the folks who built New Orleans. Building a city in a bowl...on the Gulf...near the Atlantic Ocean...hmmmm

OK we are creeping into politics. I'm ok with that, but let's be civil b/c this is the biggest news in our country right now... Especially now that Rita is threatening too.

New Orleans is basically built on mud.
Note to self... don't ever live in a city that is below sea level on the coast.

I don't agree with you there. Mainly b/c of the point that Gaaz made, but also b/c I think that for most humane purposes we are beyond that. Yes I do believe that there is A LOT of prejudice in our country, but I don't see it as being a reason for this response. I mean think about it, we can get stuff happening in 48 hours after a tsunami for people that aren't even Americans, but you think that our response problem had to do with the fact that it was prodominantly black citizens. I don't think so. This is really just an excuse (which I DON'T agree with) that has been being spread by Bush Haters (which I am). But I will say I do respect Bush for getting up and taking responsibility for the situation.

I really think that there is no one person to blame. The problem is that Bush is the most visible person in our government, so if something goes wrong, it all falls on him. And from an international standpoint, he is usually the only figure that is seen.

I may not agree with some of the things he did, but this problem is way beyond one person... or even one organization.

Gaaz I'm with you that these two paticular decisions were stupid. This is about the time when I think the federal government should have stepped in, b/c these were very incompetent decisions.

Mmhmm... that's pretty bad. Though as I said above, if I were to make this call, it probably would have been when the above mistakes were made, before the mayor started looting. Or maybe the first time someone got sniped coming out of a hospital. I'm not sure, but it was pretty obvious that the local and state governments didn't have it under control.

The situation WAS totally out of hand. And it's noone's fault and it's everyone's fault.

I think it's slowly getting better though.
