My first questions is what are you looking to play in? I can help you make updates, but I need to know what card sets you're working with/are willing to work with. If you want to play in Type 2 (Standard), Ravnica block has rotated out, so you can now only use Time Spiral Block, Lorwyn, Coldsnap, and 10th Edition. If you want to play Extended (or more open things) then we can work with anything. |

well right now i have just been playing ext ..so i guess extended as i only have a like a booster packs worth of standard cards right now |

Wow, I haven't played magic in a loooong time. I think I was on 4th Edition & Fallen Empires/Ice Age when I stopped playing. =D |

Ok, I'm going to tackle the Merfolk deck first because it's the nearest and dearest to my heart, and the Lorwyn Merfolk just pushed the deck to a whole new level...
(I'll note the set next to the cards for your reference, but I'm not going to link everything, so be sure to look stuff up that you don't know.)
MERFOLK

4 Tideshaper Mystic [Lorwyn]
3 Riptide Pilferer [Planar Chaos]
2 Tidal Courier [Apocalypse]
4 Delay [Future Sight]
3 Ponder [Lorwyn]
3 Aquitect's Will [Lorwyn]
3 Wipe Away [Time Spiral]
2 Loxodon Warhammer [Mirrodin, 9th, 10th]
1 Urza's Factory [Time Spiral]
20 Island
This is a fairly straight forward deck. Play Merfolk, make them bigger and Islandwalk, and smash face. If something bad is going to happen, just Delay it, then continue to smash face. If something's in the way, play Wipe Away to remove it, then continue to smash face. Also, while Merrow Reejerey pumps your guys, his second ability to tap or untap things when you play Merfolk is INSANE, and should be abused to the fullest extent. If you don't need to tap anything down that your opponent has, be sure to untap your lands, making your Merfolk cheaper, or even free.
Loxodon Warhammer should be self-explanatory. Your guys are, for the most part, unblockable, so the Warhammer is ever better in this deck, and will end the game VERY quickly if it gets going.
You also have a surprising amount of card drawing going on here. Silvergill Adept is particularly incredible here in that he basically has no drawback in this deck, and is a 2 powered beater for the bargain price of 2 that ALSO draws you a card. Tidal Courier is my little piece of tech...make sure to save them until your hand starts getting low, then play one and refill. You will often end up drawing 3-4 cards off of him. Also, a little piece of tech regarding Aquitect's Will. It says it's a "Tribal Sorcery - Merfolk". That means it counts as a Merfolk, so you can draw it off of the Courier, reveal it to the Silvergill Adept, and use it to tap or untap something with Reejerey.
The rest of the deck should be fairly self-explanatory. The single Urza's Factory is there just because later on in the game they can get really annoying.
With the exception of Lord of Atlantis, there are no rares in the deck. The only card that may be a pain in the ass to get is Delay. If you can't get them, or they're too expensive, you can replace them with Rune Snag, which is from Coldsnap. Reejerey may also be a little hard to get and/or slightly more expensive, but he's absolutely worth it, and I would get him before anything else.
If you felt inclined to add some MORE money to the deck, I'd suggest getting a set of Psionic Blasts from Time Spiral. And if you felt the need to update the deck, the next evolution of it is to add white to take advantage of the new white Merfolk from Lorwyn, as well as some really good white spells.

you should have specified the alternate method of winning with merfolk via Milling the opponent.
Unfortunately, that requires adding white to the deck. For now, stick with the blue. At some point, i'll post my merfolk deck that i played at Worlds in the Tribal Standard Tourney. It was a fun deck. It was very similar to the merfolk deck Ming posted, except with more control magic.
Oh, and Reejery's second ability is INCREDIBLY important. It allowed me to stabilize a game at 2 life, and attack the opponent for 26 in one turn. Very fun.

Heh...I haven't played much since Ice Age. I still keep my eyes open for snow covered swamps, even though there aren't many people here to play with. |

I'm not familiar with much of this, so I'd like to ask. What makes your merfolk unblockable? |
