Hello Griffin! Welcome to PO.
As for yor questions, to get the nifty character over to the right hand side it entails a full membership to the site (you can click the "Join Us" picture on the front page of the site to go throuh the wizard to sign up. It costs nothing to post on the site but the full membership is $40 - and with that you get the avatar, access to the battle and rpg forums and much more on its way.
It's not required to participate on the regular areas of the forum (which are all but the rpg area).
If you have any more questions, feel free to post them or PM me!
