Looking like there's a very very very strong chance NiGHTS is in this game.
In an interview with the developers, when questioned about secret characters he said he couldn't say anything but that some "Dreams" were going to come true. If that isn't a blatant hint I dunno what is.

Ok I've been playing the heck out of Sonic Riders and I can confirm that NiGHTS is indeed an unlockable character, as well as AIAI from Super Monkey Ball, and Ulala from Space Channel 5. There's 2 levels called Sega Carnival and Sega Illusion which have elements of various sega games including portions of the track devoted to NiGHTS ^_^

I myself just abuse Ultra and make him play games for me so I can do all the cool stuff after he's done all the work.

Whew it's alot of work to unlock NiGHTS but he's very awesome!
You need to get Gold in the Babylon and Hero cups to unlock the Sega Illusion and Sega Carnival levels. You'll have to beat the Story mode to unlock the mission mode. Once you beat every mission (There's -alot-) then you'll unlock NiGHTS, Ulala and AIAI at the same time. At first you'll only have two sets of missions but once you beat all those missions you'll unlock the last set of missions. You will need to unlock Sega Carnival and Illusion before you'll have access to all the missions. It's worth allllll the time though. NiGHTS has his own custom board as well as an unlockable Opa Opa board you can buy in the shop ^_^.

It's cool because NiGHTS is a flight class character and when he does a level three boost he does the same exact boost he does in the game NiGHTS when you do a boost. Very cool.

There's a ton of throwbacks to old Sega games throughout the levels and unlockable goodies. My favorite board isn't even a board...It's the Hang-On Bike from Hang-On and Super Hang-On. It even plays the old school Hang-On theme when you're riding it.
